Her Majesty's Home Civil Service,^[1][2][3] also known as Her Majesty's Civil Service or the Home Civil Service, is the permanent bureaucracy or secretariat of Crown employees that supports Her Majesty's Government, which is composed of a cabinet of ministers chosen by the Prime Minister of the United Kingdom of Great Britain and Northern Ireland, as well as two of the three devolved administrations: the Scottish Government and the Welsh Government, but not the Northern Ireland Executive.

Like in various countries (example India) following a Parliamentary system, Her Majesty's Home Civil Service in the UK forms an inseparable part of executive branch of the Government of the United Kingdom. The executive decisions of government ministers are implemented by HM Civil Service. Civil servants are employees of the Crown and not the British Parliament. Civil servants also have some traditional and statutory responsibilities which to some extent protect them from being used for the political advantage of the party in power. Senior civil servants may be called to account to Parliament.

In general use, the term civil servant in the United Kingdom does not include all public sector employees; although there is no fixed legal definition, the term is usually defined as "a servant of the Crown working in a civil capacity who is not the holder of a political (or judicial) office; the holder of certain other offices in respect of whose tenure of office special provision has been made; [or] a servant of the Crown in a personal capacity paid from the Civil List".^[4] As such, the civil service does not include government ministers (who are politically appointed), members of the British Armed Forces, the police, officers of local government authorities or quangos of the Houses of Parliament, employees of the National Health Service (NHS), or staff of the Royal Household. As of October 2013, there are approximately 412,000 full-time equivalent (447,000 headcount) civil servants in the Home Civil Service.^[5]

There are two other administratively separate civil services in the United Kingdom. One is for Northern Ireland (the Northern Ireland Civil Service); the other is the foreign service (Her Majesty's Diplomatic Service). The heads of these services are members of the Permanent Secretaries Management Group.^[6][7]

 

Northcote Trevelyan Report
This 1854 Report was commissioned by Gladstone as Her Majesty's Prime Minister in order to put Her Civil Service on a sound footing. It worked fairly well at the time. It has gone badly off since the 1960s if not earlier. Current collusion between Big Business & Big Government is symptomatic of systematic corruption. So is that fact that 1400 English girls were Raped by Pakistani Perverts in Rotherham without a single government official or policeman being charged, let alone tried, convicted, sentenced or hanged.

The Cardwell Reforms of 1868 through 1874 of the British Army were in a similar spirit,  backed by Gladstone as an efficiency measure.

 

Northcote Trevelyan Report ex Wiki
The Northcote-Trevelyan Report was a document prepared by Stafford H. Northcote (later to be Chancellor of the Exchequer) and C.E. Trevelyan (then Permanent Secretary at the Treasury). Commissioned in 1853 and published in February 1854, the report catalysed the development of Her Majesty's Civil Service in the United Kingdom. Influenced by of the ancient Chinese Imperial Examination, it recommended that entry to the Civil Service be solely on merit, to be enforced through the use of examinations. Its formal title was "Report on the Organisation of the Permanent Civil Service, Together with a Letter from the Rev. B. Jowett."

The report is generally regarded as the founding document of the British Civil Service, enshrining the service with the "core values of integrity, propriety, objectivity and appointment on merit, able to transfer its loyalty and expertise from one elected government to the next",^[1] although it is not clear the extent to which these were ever actually realised.

 

The Cardwell Reforms
The Cardwell Reforms of the British Army from 1868 to 1874 were backed by Gladstone as an efficiency measure. They were opposed by senior officers who disliked change. Gladstone was the driver behind the  Northcote Trevelyan Report of 1854 which modernised Her Majesty's Civil Service.

Cardwell stopped the Purchase of Commissions in the British Army & flogging, something which discouraged recruits.

The Cardwell Reforms refer to a series of reforms of the British Army undertaken by Secretary of State for War, Edward Cardwell between 1868 and 1874 with the support of Liberal Prime Minister William E. Gladstone. Gladstone paid little attention to military affairs but he was keen on efficiency. In 1870, he pushed through Parliament major changes in Army organisation. Germany's stunning triumph over France in the Franco-Prussian War proved that the Prussian system of professional soldiers with up-to-date weapons was far superior to the traditional system of gentlemen-soldiers that Britain used.^[1]

The Reforms were not radical; they had been brewing for years and Gladstone seized the moment to enact them. The goal was to centralise the power of the War Office, abolish purchase of officers' commissions, and create reserve forces stationed in Britain by establishing short terms of service for enlisted men.^[2]

Cardwell set about with three initial reforms:

• In 1868, he abolished flogging and other harsh disciplinary measures in the Army during peace time. This action was opposed by nearly every senior officer, who used the opinions of The Duke of Wellington to validate their objections. Yet it was imperative to attract good quality recruits by ensuring the private soldier's life was better than a kind of penal servitude. Flogging was retained as a punishment on active service, on the pretext that extraordinary powers of punishment might be required in the field, until finally abolished in 1880.
• In 1869, troops were withdrawn from self-governing colonies, which were encouraged to raise their own local forces. This scattering of troops over far-flung colonies was likewise a Wellingtonian policy. Its initial motives had been to avoid the traditional British suspicion of a standing army (led by the Whigs). The policy was a failure on economic practicality, and also prevented training at any level above that of battalion. By 1871, 26,000 British troops had been withdrawn from overseas territories and returned to Great Britain.
• 1870 saw the abolition of bounty money for recruits, and the setting out of guidelines for the swift discharge of known bad characters from both army and navy.

 

How Sir Philip Rutnam's Name Has Become A Byword For Bungled Advice  [ 2 March 2020 ]

Post Office Bosses Knew IT Glitches Caused 'Missing' Money And Prosecuted The Innocent   [ 9 June 2020 ]

In the video he claims asylum seekers were being put-up at the three-star-rated hotel, which is fully booked until January next year.

Mr Farage said the allegations were 'embarrassing' for Ms Patel, who he said had 'led the charge' for the Conservatives in criticising the migrant situation and whose Home Office are responsible for providing accommodation to homeless migrants.

While sharing a shortened version of his seven-minute long video, he also accused the MP of 'taking Britons for a ride'. 

Bosses at the Home Office say they have launched a 'full review' into their operation of finding temporary accommodation for asylum seekers who arrive in the UK without a home to go to.

Sneering civil servants and public sector workers at a woke conference claimed middle-aged people ‘jump on click bait’ news stories and lack the education to ‘unpick fascist ideas’, The Mail on Sunday can reveal.

At least 300 employees have joined the UKGovcamp event forum to discuss issues relating to central and local government.

Civil servants are supposed to be impartial and steer away from party politics. But in typed conference discussion notes, uncovered by the MoS, Left-wing staffers openly moaned about the Government, the ‘uneducated’ British public and apparent ‘rising fascism’ across the country.

The forum members included staff from 16 Government departments, among them the Home Office, Cabinet Office and Foreign Office, alongside spy agency GCHQ, the BBC, Public Health England and almost 40 local councils. The three-day virtual event was led by civil servants, including Sarah Baskerville of the Department for Transport, who has previously sparked anger after she posted tweets criticising Government policy and MPs.

In a forum chat about the event, seen by the MoS, she said she was trying to conceal the controversial conference notes by keeping ‘the page hidden from search engines’. But this newspaper has obtained the notes from sessions including one called ‘Government is political. We need to be more ready to talk about that’, in which workers outlined a swathe of woke gripes and complaints............

The notes went on to claim, patronisingly, that ‘many people don’t have the educational background/ tools to unpick fascist messaging and ideas’...........

She appeared to complain during January’s conference that ‘there are less and less “safe” spaces for civil servants to voice their opinions’ [ unless they are lefties - Editor ].

Workers during the sessions even suggested setting up a secret chat room which would be kept hidden from official records.
