They come, they go and disappear and get wasted. Some do nicely out of them. Others do very nicely. In some government departments the level of idleness is gross enough to be considered as systematic fraud. Then of course there are those lucky business men who come in for the gold plated contracts. How do they get them? A wink is as good as nod to a blind apparatchik but a lot of very senior officers from the Army and the RAF who sign contracts spend the last eighteen months of their careers meeting senior men from equipment suppliers. That got to the point where rules were made. It was not just the armed forces by any manner of means. Blair chose to loosen up the rules thereby making fraud easier.

Here is what Her Majesty's Treasury chooses to admit to in the way of tax and spend - better than £500 billion coming and going.  Notice that they have nothing to say about the take from privatization. Notice that they spend more than they take in according to their numbers. That is how the National Debt gets built up. Notice too that they grab more every year - a lot more.
